The Whitman resident first brings his concerns to members of the Boston office of the Securities and Exchange Commission, then to the New York office. Neither take action, however, and Madoff eventually turns himself in on December 11, 2008, confessing to having run a Ponzi scam that bilked investors, including Bostonians Carl Shapiro and Avram and Carol Goldberg, out of $20 billion.
